Proxy Servers as 'sophisticated' criminal intent

The U.S. Sentencing Commission dropped efforts yesterday to make the use of proxy servers as evidence of sophistication in committing a crime. This change to U.S. sentencing guidelines would have increased sentences by about 25% if the person had used a proxy server.
